Dargo, the tax credit depends on the emission reduction and mileage improvement of the hybrid version over the comparable non-hybrid (Civic hybrid vs. Civic EX). Since neither '07 is out yet, it's impossible to determine what the credit will be, but it'll be there since Honda hasn't sold 60k hybrids yet. It will likely be *very* close to what the 06's credit is ($2100, iirc). Likewise, NY can't issue a pass for something that hasn't hit the market yet. I see no reason why a new model year would be disqualified when its predecessor was allowed.

American Honda announced pricing on 2007 Civic Hybrid models today.

The Hybrid is now $22600 + 595 dest = $23195 ; this is an increase of $450 from 2006 pricing of $21,745
The Hybrid Navi is now $24350 + 595 dest = 24945 ; this is up approx $700 from 2006.

For comparison, the non hybrid models had an increase of $200-300 for most models, and ~$450 for navi models - so it looks like hybrids got an extra couple hundred bucks increase. I actually do not think ANY OTHER MODEL in the Honda lineup had this much of an increase... $700 more and no changes at all! I suppose this is simply a reflection of the popularity of this model...
