n00b here :) One question pls

Really appreciate if you can help answer my following question:-

Can OBDII be used to 'Measure' the tailpipe emissions (CO2, CO, HC) in realtime?
If it does not, is there a way to deduce the emissions value from the vehicle in realtime?

Please consider giving me some pointers. Thanks much.
