Is the electronic cooling pump active whenever the key is on? Or is it just as needed.

It's on as soon as you turn the key to any position but Off.

There are four key positions. I believe the pump is only active in the "RUN" position. Mine is very loud, but I don't recall ever hearing it in the "ACCESSORY" position.
